What we're seeing congress do is give the vast majority of their focus to killing Obamacare while providing as much as they can toward some future plan they hope to create.

This involves decisions about the continuation of the insurance mandate, the federal funding, the possible ways states may be involved, the future of Medicare, etc., etc. - WITHOUT knowing what the root health care design will be.

They are focusing on the transition, and the politics of transition.

See:
The Republican Health-Care Debate

And, remember that National Review is a conservative organization.

See the first part of:
The Republicans' Healthcare Answer -- The Purple Health Plan

See:

...describing why insurance rates went up this year and what that means for the future, including in a chaotic transition period when we don't know what the "final solution" will be.

We need to know where we are going.

AFTER that, we should figure out how to transition.

Today, the politics of transition are the whole focus - without even knowing what we are transitioning to!!
