Does the receipt say who you voted for? I doubt it. Therefore anyone could profit and it hardly seems like a way to buy votes. It's a reward for voting, period. All the candidate gets out of it is a list of names and addresses of likely voters to be used in the next campaign.

It's a crime to pay people in any way for voting. It doesn't matter if you pay every person regardless of who they vote for, or if you only pay them for voting for a particular person.

in kosher's defense, it does appear to be illegal. good intentions or not rewards for voting for federal office aren't allowed. the lottery was cancelled.

but then, the lottery didn't require anyone to say who they voted for, or wasn't closed to certain voters, so calling it a democratic vote buying scheme seems a bit of a stretch.
