Possible, but nothing to worry about since those guys are usually low tech. A more likely scenario is to scavenge the Cesium from a hundred used Dental X-ray machines, load it in a pallet with a hundred pounds of Semtex or whatever theyu're using for suicide belts these days, then fly it from some Third World shithole which crosses over the US Eastern seaboard on the way to Canada (to keep it at high altitude) and detonate it either halfway between New York and Washington or over one of them to contaminate the area for hundreds of square miles.
