Could it be that investers don't trust the numbers the govt are releasing?
The market was up June, July, August, September. Now it's going down for awhile.

It's apparently not obvious to you since you had to ask.
The markets move in trends, or call them waves if you like, over time periods of various general lengths. The trends that last for a few months are called intermediate term trends. The intermediate term trend from June to September was up. The intermediate term trend is now down. To try to peg that to specific day by day news events is usually a futile exercise.
