Stealing citizens for military rations?

Two days ago, North Korean Central TV reported something that brought an international mockery.

Central TV showed a military assembly where they encouraged sending food to military for military rations, and a poster of North Korean soldiers crying tears for Kim Jong-Il, for sending them bulgogi (Korean BBQ).

Some of the posters had subtitles like "Ah~ Bulgogi!" "Crying with your passion and love", which brought an international mockery from communities, NGOs, and internet communities for this ridiculous propaganda.

North Korea's ruling party became afraid that international aids might seize if the world found out that they were taking food from citizens, so they erased the portion.

North Korea's Kim rulers must not forget that even humanitarian aids will seize if they keep taking away food from everyday citizens for military use.
 
If all the reports we get on NK are real (and I suspect they mostly are) that place is a real mess.

But don't we find it odd how a nation can be so poor in every respect EXCEPT its military?

We're informed that the NK military is a formitable power in the region.

How do they manage that given that they can't even feed their own people?
