Saw an article on this during my morning scan but didn't copy or keep the link. One of the states mentioned was California and I can personally attest to that.
Had to go to San Diego to pick up a family member and suffered through traffic there on I-15.
The biggest reason for the horrid traffic is simple - 99% of personal vehicles have no passengers!!!!
Buses on the freeway had no more than one or two riders!
The only mass transit system with any ridership at all was the San Diego Trolley. I was at the Sam Ysidro terminal and every departing trolley had a full load of passengers - Mexicans going to work. Not a white face among them!!!
Glad I'm back in Vegas where SOME of the drivers aren't nuts.
