The executive then implements the details of those laws.

If someone says the executive isn't doing it right, the courts hammer it out.

For example, it's not the legislative branch that sets the law to tell you what form to use to file your taxes. The executive branch handles such details of the law.

That's how it works with election law as well. The legislature does not have to specify every tiny bit of law.
