No, moron. Quite the opposite. The launching site is in Texas. It has always been in Texas. California is a recovery site for returning craft that touch down on floating pads out in the Pacific.

They are moving nixing plans to move prototype manufacturing to California, because of the transportation costs, and probably because of other logistical challenges as well. I'm sure everyone would agree it makes much more sense to produce prototypes close to the launch facility, considering the need to perform frequent tests as the prototype is developed and improved. Most of those tests are probably very localized, with the vehicles only going on short flights before they once again land close to the original launch site.

Meanwhile, manufacturing in California will apparently continue for non-prototypes. It makes perfect sense that transportation from Cali to Texas for non-prototypes is not really much of a concern. If the vehicle already has to be transported 100 times during its lifetime, then it's a fairly negligible cost for the initial manufacturing to take place in Cali.
