Enacting price controls and creating a command market for select goods or services is communism. The lower the price, the higher the demand, the higher the demand for a product, the more difficult it is for said product to be obtained. And since the government controls the price, you can't raise the price due to lack of supply. When there is no supply and no money to make more, the product simply disappears from the market or the maker is forced to reduce the quality of the product. That's a great way to put people out of business.
