The main problem junkies have with Fentanyl- aka China White- is how potent it is. If you are cutting fentanyl down, you really have to mix it together good. Otherwise, even a tiny "hot spot" in a mix with more drug in it can kill the user.

Aside from heroin being intrinsically not safe, what’s the plan? The biggest issue with overdoses, besides injecting drugs in the first place, is that so much heroin is either laced with fentanyl or mostly fentanyl.
Are they going to be supplying pure, unadulterated heroin to these people?

Fentanyl is most often used in surgery. Though it can be used for severe pain. It is prescribed most commonly in the form of patches that the patients leaves in for 2-3 days, or as lollipops.
The disease for fentanyl is extremely low, doses in micrograms. 1000 micrograms is 1 milligram.
So for comparison, a 75microgram patch of fentanyl will last 2-3 days.
 
We need equal protection of the laws for unemployment compensation in our at-will employment States! We should have no homeless problem and even the Poor should be able to afford rehab services in our market based economy.

Thanks to Oregon voters, our entire state is now a heroin safe zone. If you want to do hard drugs and live off the taxpayers, move to Oregon.
