Not really. The main issue Israel has with its adversaries having nukes is thier incredibly concentrated population. There is the possibility of taking out a sizeable portion of the Israeli population using only several well aimed nukes. A first strike could concivably wipe out the majority of Israel's population.

Venezuala could have a dozen nukes, taking out the top 12 american cities (or parts of them) and the only result would be the remaining 200 million pissed off americans watching venezuela being "deforested" using U-238.
