Regulate Derivatives?

Since their purpose was to reduce risk and they obviously don't function that way. Why regulate and not just eliminate them?

They are just another crap shoot in the legalized (and greatly admired) gambling that the "markets" have become.

They should be be declared illegal instead of regulated as should short selling and all other activity except the trading of stocks and bonds.
