This is what the EU would do, if I was president of the EU
I would form the "United European Continental Armed Forces" or "UECAF", which is Comprised of a "United European Continental Army" "United European Continental Navy", "United European Continental Air Force", and the "United European Continental Marine Corps"
Every member nation of the European Union must allot between 10, to 50 % of their soldiers to the "United European Armed Forces", depending on the Size and Capabilities of their Home armed forces... And these donated soldiers will practice the discipline for the EU, that they have been trained to do, in their home countries.
The Technologies of the United European Armed Forces, are to come from ONLY European countries who make the best in each, Land, Sea, Air and Amphibious.
Only the latest technologies will be Accepted. and each member of the European Union that is designated as Weapons Producers by the EU, is responsible for producing the weaponry that is ordered by the EU, for EU usage.
1. No member of the European Union is allowed to negotiate with countries outside of Europe.
2. Every Member of the European Union MUST Maintain a powerful military force and must maintain its overseas Territories.
3. The United European Continental Armed Forces MUST protect the Interests of each European nation, in regards to their overseas territories and their homeland's security against foreign powers and the internal policies of each EU Nation.
4. No foreign power may have Political or Military and Strategic Influence on the European Continent and / or the Exclusive European Economic Shipping Zone.
5. No European nation may maintain political relations with those outside of Europe.
6. No European Nation may change their internal policies or behave any differently than normal, on the basis of demands from a foreign power.
7. Any Attempt by a foreign power to breach European waters will result in Military action.
The Official spoken and Written Language of the United European Armed Forces is English as defined and outlined in the British Oxford Dictionary, and the Official Mathematical Measurement system is SI Metric, and Time is the 24 hour clock beginning with 0100, and Ending with 2400
