Looks like the police may need to install cameras in their criminal detention transports so they will not be held responsible for unruly aggressive and verbally rude prisoners who refuse to calm down while in motion of vehicles. It seems that units have been in cars for years but no one has mentioned if there is video of man detained in Baltimore transport available?

Study: Body Cams Cause More Assaults on Cops
May 17, 2016 - While body-worn cameras for law enforcement have been pushed as a way to reduce police use-of-force as well as assaults against officers, a new study suggests that the opposite may be true.
The largest to date analysis of body camera use by officers in the U.S. and the UK -- published this week in both the European Journal of Criminology and the Journal of Experimental Criminology -- found that the devices actually increased the instances of violence on police. The research also found that on average, the rate of use-of-force by officers on citizens was unchanged for the most part by the presence of body-worn cameras. Criminologists from the University of Cambridge and RAND Europe who conducted the study wrote in the research paper that to date, there have only been a handful of "peer-reviewed randomized trials" have analyzed the effectiveness of body-worn cameras, primarily focusing on use of force and complaints.

Researchers found that rates of assaults against officers wearing body cameras were 15 percent higher than when they weren’t wearing the devices.​

The U.S. police departments involved in the study were based in the California cities of Ventura and Rialto and UK police departments in West Midlands, Cambridgeshire, and Northern Ireland. "We sought to replicate these studies, adding assaults against police officers as an additional outcome," the research paper states. Averaged over 10 trials, body cameras had no effect on police use of force and led to an increased rate of assaults against officers wearing cameras. Researchers found that rates of assaults against officers equipped with cameras were 15 percent higher on average compared to when they weren’t wearing the cameras. "More attention should be paid to how these devices are implemented," the researchers concluded. "Likewise, since other public-facing organizations are considering equipping their staff with (body worn video) (e.g. firefighters, private security, traffic wardens), the findings on risks associated with (body worn video) are transferable to those occupations as well."

The Round Lake Park, Illinois Police Department suspended its body camera program after it was discovered that the devices were recording when they weren't supposed to. The body cameras were designed to record for 30 seconds after the officer manually activated the camera, but were instead recording at all times, according to .

Police officials said that the cameras continued to record when officers believed the devices were turned off -- even when they were using the bathroom. "I've never seen any of the footage and we locked the system down, but from what I've been told, the videos captured officers in the locker room and using the facilities," Round Lake Park Police Chief George Filenko told the newspaper. "When we found about it, we shut the cameras down and took the devices completely out of service."

The department called in an independent investigator and legal counsel to review the issue and has made all of its officers aware and is currently working with its vendor to find a solution. "We have explained to them that we are very upset that this happened," Filenko said. "It's inappropriate and obtrusive, and we didn't ask for the cameras to keep recording."

Round Lake Park police began using body cameras in August in an effort to increase transparency between the police department and the residents. Despite the issues with the devices, the chief said that the body camera program has been a success in not only assisting officers but also defusing potential situations with people being recorded.

You missed my point. Prisoners being "verbally rude" is not a reason for a cop to go dirty harry.
