Not around here. When it's cold there's usually a few feet of white on the roof.

I don't think its that outlandish. Think about it. Temps rise in the city because of all the dense dark colors. Black absorbes heat and white reflects it. Although thumb was right about the effects it would have on heating and cooling costs for occupants. A gain possibly if everyone did it but wallets would be lighter as a result.
