A highly educated work force, universal health care, and a strong infra-structure.
Universal health care means that employers are paying 1 - 2% of wages and salaries for employees health insurance, instead of the $10,000+ they pay per employee for heath insurance in the US.
In 1998-99, when the Republican Congress and Senate passed banking de-regulation, Canadian bankers asked our finance minister, Paul Martin, to do the same. They said the wouldn't be able to compete with American banks under the the restrictions on derrivatives and sub-prime mortgages. Martin refused to do so, and the banks publically railed about that refusal.
In 2008, when the housing bubble burst, stock market crashed, and the US economy went into free-fall, we were affected, but our banks didn't need bailouts because they weren't involved in the derrivatices and sub-prime loans that nearly took down the world economy.
Since 2016, we've seen more companies locating in Canada because of the instability of the Trump Presidency. Foxcom, and few other big companies which originally announced plants in the USA have backed away from plans to expand there, in part because of Trump's trade wars, and his unpredictability. Business needs stability and consistency from government and Trump offers none.

How much do we pay for mandatory car insurance in Ontario? Home insurance? Property taxes?
These expenses dwarf healthcare insurance. And, you actually receive this healthcare and not have to avoid surgery for a torn bicep for instance because you pissed off the wrong group of dirtbags.
