Just like Communists did.Again, your very shallow knowledge on the topic is showing. Which citizen of any communist country would have been able to sue the government for polluting their property or property held in the public trust?

You seem to be perfectly willing to ignore the fact that government is the worst polluter of all..and are perfectly fine with having the worst polluter in charge of environmental protection. How much sense does that make?
The truth is that institutions like property rights, and common-law liability in the courts would be far more effective than any government run program. At the heart a libertarian environmental plan would be a set of explicitly specified private and public property and resource rights and the full weight of the court system to enforce them. And as I said, it is nigh on impossible to be a serious polluter without violating someones public or private property rights.
As much as you seem to believe that government is the better steward of the environment, the observable, measurable fact is that government is the worst polluter and the least effective at preserving the environment.
The fact that you are willing to ignore the blatant facts of history in favor of your pie in the sky beliefs illustrates that you lack a firm enough grasp on the topic for your thoughts to carry any real weight.
Government will never be as good a steward of the environment as a private individual who understands that should his practices on his private property negatively effect the property rights of his neighbor or neighbors, he will come under the full authority of the law...and may well be broken, and find himself permanently in the service of his neighbors till he compensates them for his infringement on their rights....

I just happen to think Capitalism needs regulation. (Particularly the big corps & little companies who Pollute, hire Illegals, Outsource, Hollywood smut, CNN biases, MSNBC biases, Porn industry, Gangster rap by the music industry.
