If Obamacare is removed from the government budget, presented, and voted on as a separate bill, Obamacare can be defunded by the House and the Senate and the President has no constitutional authority to override the House decision.

essentially that is what the House did in reverse order ... there is nothing preventing the Senate from attaching the language back to the measure with a majority vote and sending it back to the House for its approval whether initiated there or not.
