So if the orthodontist chooses to pass this cost on to the customer, it will be about 1%. You're neglecting the "death of a thousand taxes" and their compounding impact. Obama also reduced the health flex spending amount from $5K to $2.5K - so that family that used to be able to use pre-tax dollars to pay for orthodontia is now likely using post tax.
