Bush signed off on the date to leave Iraq.
Iraq only wanted us to return andhelp them after they greatly contributed to the Sunni insurgent rebellion against the Shia Iraqi government after they isolated and persecuted the Sunni. The Sunni insurgents migrated to the IS.
Before that, they absolutely wanted the US out of their country. I love hoe people rewrite history.
