Oaths and Oil Execs

    Can someone explain why the oil execs weren't required to be under oath when they testified? Is that a fairly standard operating procedure? I haven't been able to find any supportive explanation for why it was ok, only people bitching about it...

    I'm really not trying to be smarmy, I never knew that you could testify without being under oath... what determines whether you do or don't?

    My guess is the committee you are testifying in front of.
