Consider the coming tsunami of electric cars, and the fact that they will be paying either no, or nominal GASOLINE TAX, which is how the Feds pay for highways. Something has to be done.

Why can’t the states pay for their own highways within their borders? Why does Washington have to do it?

The highways were built so the military can get to different parts of the country fast and if needed.
 
You realize who is going to pay that tax, right? Critics say the proposed tax would punish users of natural gas, oil, and coal that make up the vast majority of the energy consumed in the U.S. today. If you drive a car/truck or heat your home with heating oil or natural gas, that's you bub. And the prices you pay for everything at your grocery store? Higher, thanks to higher costs of transportation and delivery. Same for online sales like Amazon.

And:
