Not only did Democrats wine and dine North Korean madman Kim Jung Il throughout the 1990s - showering him with praise, aid, and nuclear technology - a recent editorial in the Wall Street Journal noted that while Democrats were in power, they did everything they could to stymie development of a viable missile defense program:

Finally, I admit I was wrong ever thinking the country needed a Missile Defense Shield costing BILLIONS, but Americans did not need socialized medicine costing TRILLIONS of dollars. Americans definitely need socialized medicine to take care of all of those people wounded by ICBMs.
