That was my first reaction, i.e., that there was absolutely nothing illegal about Trump's withholding aid to get the Ukrainian government to investigate an apparent case of corruption, even if the case happened to involve Joe Biden and his son. As Mulvaney said, presidents have withheld aid from foreign governments to persuade them to do this or that on many occasions over the years.
