    Maybe we expected to much from local and state democratic officials in the area. Let's just dissolve local and state government and create and omnipotent fed. Seems to be what people expect anyway. Putin would be proud.

    She's not blaming Bush or anyone in the administration except this idiot.

    If I was Bush, I'd dump him like a bad habit for his incompetence, but sadly, the president is ultraloyal to his people, to a fault.

    This idiot is in the Bush administration, and I believe Bush chose him. It goes directly to bush.

    Local and state authoriteis actually failed worse. And Im sure noone counted on the refugees going insane and firing on rescuers. WTF.

    Don't absorb this Dem meme, Nato. And I'd say the same to Michelle, as hot as she it.

    How many screwups have brought down Bush's efforts? L. Paul Bremer, Bernard Kerik, Paul O'Neill, George Tenet, Colin Powell and now this joker. I admire Pres. Bush's loyalty but he tolerates incompetence way too much. Maybe my standards are too damn high or something, but jeeezuss...

    The Dems think Bush is racist, dim-witted and callous. I don't think any of that RWNG, i just think he's a nice guy who lets people let him down and doesn't punish them.

    And Michelle, well you've seen what she's said about Bush in regards to immigration and April 2004 Fallujah... she can get pretty damn testy when she wants to. that doesn't mean she isn't disloyal or drinking the dem koolaid.

    I can't believe the shit Americans will tolerate just because people are black---only a black police official can discipline these shits without being sued. And even then they are taking a big chance.

    It amazes me how people, even well intentioned ones, think the federal governemnt is the end all and be all of life in this country. The fact is, it is just the opposite!

    To believe that federal government has manpower, equipment, food, water. medicine, sanitary facilities, modes of transportation, and whatever else might be needed to meet any emergeny at any time, within hours or even a day or two is ludicrous, naive and probably just down right stupid.

    It is the primary function of the local and state governments to protect the health, safety and welfare of it residents as FIRST responders. Not the federal government. As we have seen it takes time to mobilize these things and get them to the point of need.

    As a retired city manager, with over twenty years experience in city management I have been directly involved in developing and implementing emergency response plans. Our plans ALWAYS put the federal government last, and their role usually was after the event when assistance was requested to help put in place the physical infrastructure to help assure that the same situation did not happen again. I did this after directing two one hundred year floods within six months in a city I worked for in the 1980's. Our only contact with the feds for assistance during the crisis was to ask the Corp. of Engineers what their estimate was for how high the water might rise so we at the city and county level could properly place the sand bag walls. But as for the aftermath of the flood events we were working more than a year with FEMA to resolve the problem.

    I grant you that our situation did not come close to matching the situation created by Katrina. But, my observation is that the City of New Orleans either does not have an evacuation plan, or the Mayor simply did not know how to implement it. At the state level I only heard of the Governor wringing her hands and crying on television and blaming President Bush for her failure to provide adaquate transportation for people out of New Orleans. She and the Mayor could have, and should have, been the ones who arranged for busses and whatever other modes of transportation they could commandeer to get people out of the City. They had plenty of warning!! It is their job as FIRST
    responders. I can not say this more strongly than I am saying it now, President Bush and FEMA have, and are responding to this disaster appropriately. They are doing so in the framework of a federal system of government that does not permit the national government to ride roughshod over state and local government, even in these situations!! You may not like it, but it is our system of government, and I for one will never vote to change it even for circumstances such as we have now.

    If the socialist, anti-Bush left in this country, along with RINOS who somehow think they can placate the aforementioned, want to bash Bush and FEMA over the response to Katrina, let them. It is meaningless. The cold, hard and irreversible facts are that the New Orleans Mayor and Governor of Louisiana failed their constituencies and are now trying to place the blame elswhere. If anyone should take leave of their positions it is these two!
