Sure they offered benefits, just like their soldiers protected the boarder. They did nothing. Mexico has been facilitating the transfer of their citizens and Central Americans into the US for decades. They don't want to pay for Central Americans and they get a significant portion of their GDP from money sent back to them from their citizens living here legally or illegally.
