Truth is, as I understand it, Marines generally carry disassembled weapons when appearing in public parades.

What could the reason be? They forgot to bring the bolts? It's obviously not an independent decision by the Marines so the order must have come down from the administration. Panetta was ready to retire so maybe it was his last cheap shot at the Marines.
