Much of military strategy instills suppression of the internally fragilized deficiencies... if an enemy nation with profuse motivational persistence were to exploit this achilles heel, the [targeted] country may never bounce back. Is it better if we are more open about our weak points to close this gap??

Achilles heels on the adversaries part does not always guarantee victory. I will not type all day, but World War One - World War 2 - Korea - Vietnam ( especially Vietnam conflict )......there was latterly hundreds of instances where a Military force was near doom, when they bounced back against overwhelming odds to win the battle.

You never expose your TRUE vulnerabilities and weaknesses. You can portray weaknesses and vulnerabilities to confuse the enemy, make them go the wrong direction, over deploy ( over use and abuse ; misallocate a large number of personnel ) - or under deploy ( a small enemy force to meet your large number force ) their forces to a battle to your benefit. You are essentially controlling the enemy. Spread the enemy out !

When do weaknesses become strengths... if we are to use a classical example such as that of the American Revolutionary?? Or if we adapt a pure utilitistic perspective where costs and rewards are enumerated beforehand. In yet another instance your side completely sabotages its war effort if you lose a principled commanding appointee to which there is no replaceable complement. I think almost every drawn out war needs good leaders for moral support, to drive the conflict and inspire the civilians. As a final word, one cannot discount supervisory intervention on part of an omnipotent, omniscient, omnipresent Creator God who answers the cries of men in his one Son, Jesus who died on the cross and paid the price for our sins.
 
The dawn of the atomic age changed everything. MAD (mutually assured destruction) is the weakness that every nation has to deal with. Otherwise conventional warfare favors the best trained and the best equipped nation. The United States of America is at the apex of conventional warfare but the U.S. Military is run by the civilian government which is often reluctant or unable to use it properly.
