It would appear that the pipeline being referenced was purchased before Trump signed the EO in question, thus leaving only a few options:

  • Throw away, re-task or resell all this pipeline that was manufactured by Evraz and replace it with American manufactured pipeline
  • Clarify what the phrase "to the maximum extent possible and to the extent permitted by law." in the EO means exactly and determine if the previously purchased pipeline fits within the parameters.

The Secretary of Commerce still has over 150 days to publish a plan to determine how the existing pipeline will be dealt with to remain within the specifications of Trump's EO so we'll see what happens I suppose, in any case it's not really a big deal as long as non-American Manufactured pipeline isn't purchased for these projects post-EO.

Keystone was ready to start laying pipe before Trump could spell POTUS. their pipe inventory was built, ,ready to ship, (some already stacked in South Dakota waiting on the trench to be dug ... post EO is moot.

According to the story you linked only 40% of the steel for the pipelines has already been built (and I assume purchased and stockpiled) so the EO is only moot if the remainder of the steel isn't produced in the U.S..

Everything the trump organization produces in foreign countries can be manufactured in American factories already operating in the United States of America. Trump ties are a good example. Other than profit margin and greed, there is no reason why Trump ties are not produced in one or more of the over twenty tie manufacturers operating in the United State.
