There really is nothing to interpret here - they are identifying the 'problem' of cyclists not being diverse. I think that highlights the particular insanitary that diversity represents. There is, quite literally, zero to be gained in any respect or form by having diverse cyclists over non-diverse ones. This is what happens when diversity becomes not about making improvements to society but becomes a goal in and of itself. There is ZERO reason to promote diversity for its own sake - diversity is a means to an end.
