Kansas was supposed to be the GOP’s tax-cut paradise. Now it can barely pay its bills.



In 2012, Kansas governor Sam Brownback signed a massive tax cut into law, arguing that it would boost the state's economy. Eventually, he hoped to eliminate individual income taxes entirely. "Our place, Kansas, will show the path, the difficult path, for America to go in these troubled times," he said.

National conservative activists raved. Patrick Gleason of Americans for Tax Reform said Kansas was "the story of the next decade." The Cato Institute praised Brownback's "impressive" tax cuts and gave him an "A" on fiscal policy. And the Weekly Standard's Bill Kristol said that, if reelected, Brownback would be "a formidable presidential possibility."


Yet though Brownback is running for reelection this fall in a deep red state, he's trailed his Democratic challenger in 3 of the 4 most recent polls — and his marquee tax cut appears to be the main reason. Kansas is now hundreds of millions of dollars short in revenue collection, its job growth has lagged the rest of the nation, and Moody's has cut the state's bond rating. "Governor Brownback came in here with an agenda to reduce the size of government, reduce taxes, and create a great economic boom," says University of Kansas professor Burdett Loomis.



"Now there's been a dramatic decline in revenues, no great increase in economic activity, and we've got red ink until the cows come home."

On June 15, 2013, Governor Sam Brownback signed into law a budget plan covering fiscal years 2014 and 2015. The budget included cuts to higher education spending, in spite of Brownback's resistance to any such cuts. The budget as passed also included significant cuts to the fiscal year 2015 budget for the Department of Corrections, which Brownback vetoed entirely.

State pensions are going to drag a lot of states under. Wall Street really fucked over the common man in many ways, and state pensions are but one of those ways. Your taxes are going to go up to cover the giant ripoff Wall Street perpetrated.

Wall Street promised higher than average ROI for state pension funds out beyond the horizon, and convinced the states they did not need to contribute as much as they used to. They also encouraged the belief that states could increase the benefits to state pensioners since ROI would be higher.

Now comes the Great Hangover.

Not only is ROI not going to be above average, it is going to be way below average, and has been for some time.

-Raise minimum wage to $23.50/hr. Based on where minimum wage should be using 1970-2013 rise in food, shelter, and transportation.

-Eliminate all business subsidies (deductions/write-off’s/write-downs) except for employee expenses which are deducted dollar-for-dollar on all city, state, and Federal taxes and fees with the Feds refunding city, State, and fees.

-Companies with 300 employees or less, employee expenses above the deduction are subsidized at 100% with funds usually give back to the States.

-Adjust Social Security and private/public retirement and pension payments using 1970-2013 price structure. Remove the FICA limit.

-Back down ALL costs, prices, fees, to January 1, 2009 levels and hold them for 10 years which will eliminate inflation.

-Recall ALL off-shore investments tax free, and disallow any further off-shore investments.

Higher Education, not K-12. And that was the ONLY cut!

And have you seen the effects of American K-12 education? Thanks to Government Controlled Education, kids graduate H.S. needing REMEDIAL help in BASIC H.S. courses. Math, English and so forth.

Guess what? If American H.S.'s were worth a shit (in ANY state) most people wouldn't NEED to go to College. AND they would perform BETTER if they did go to College. ANY College.

Those kids who win Scripps Spelling Bees are almost NEVER Public School Educated.

Besides, the Minimum Wage has been increasing steadily since it was implemented. Has it EVER, at ANY time been a viable, living wage?

Funny, it seems that in Blue States, parents from foreign countries send their kids here to learn, even high schoolers. Worse, Republican governors go to California and New York looking for educated and skilled workers. Who goes to Red States looking for "skilled workers". Hilarious.
