No. The possibility of a first attack depends on possibility of retaliation strike after it. More chances to make an effective counter-force strike (which will decrease possibility of unacceptable retaliation strike) - more chances to attack.

Some sort of blah blah blah. Anyway, Ukraine as a sovereign state has every right to follow any security policy it chooses as appropriate. Putin doesn't like it? Okay, he can choose to intervene.

I don't see any point in negotiations with Russia. On the contrary, I suggest the Nato should halt all negotiations with them about their ridiculous demands. No negotiations, bolstering Nato's Eastern flanc by putting there more troops and military hardware, direct military support of Ukraine (the main point: without sending troops there). And balanced economic pressure, of course. The Russians only understand that 'might is right'.
