Obama's legacy may be that the gop no longer publically will say "the gummit has no role in the private HC market." Of course the gummit's been the private HC market since before 1965, and it's pretty much set costs since then. LOL

What Ryan tried to pull off was to remove all Obamacare protections as to what is covered in exchange for giving state govt control over how the money is spent to provide HC to those without employer sponsored or medicare. He failed because he tried to cut overall spending while doing it, even though Obamacare is more deficit neutral than much govt spending.

Ryan betrayed conservatism. We need to get rid of the entitlement that gummit will provide you with insurance if you can't afford it. Just send the states the dollars equal to 90% of what it would cost to expand Medicaid to 130% of the poverty rate, and the money going to people getting subsidies. And see what it buys.
