There was a time that this was the way in which Western leaders compared our system to "theirs". That being Russia, China, Cuba etc.
Now it is framed as "democracies vs authoritarians". Acknowledging that there are some who admire communism in the West and/or government saying "we LIKE big spending on central control a la communism". Perhaps some can argue that there isn't any "real" communism anymore, except, there are peculiar forms of Marxism that we seem to like to fund.
Fair capitalism is vital. Reasonable regulations that protect against abuses and monopolies, while government is minimal based on need, not layer after layer of middle management and grossly overpaid upper management within an economy.
