They didn't went anywhere. This sum is supposed to be spent for a certain period of time. The last one lasted for a year.

Besides, Ukraine is supposed to get directly something like 13 billions. The rest will be spent by the US government on various purposes - producing or buying weapons for Ukraine, replenish of American stockpiles, training, reconnaissance etc.
