As the report says there is a claim that a well known Queda leader went to Iraq around September-October. This would be just in time for the massive increase of deadly attacks in October-November, would it not. And yet it's already squelched down by half. If this is really intelligence from Osama, I'd say he's operating on old news. Note this story was released in the days just before Saddam was caught.
I don't think it's probable Osama was in Cahoots with Saddam. That was Villepin's job. Saddam was certainly giving money to terrorist causes, and most likely turning a blind eye to terrorist cells in his own country. When we found him, he was stuck in a hole with $750k and a list of coalition infiltrators.
So Osama's running around with the remains of his allowance like a spoiled child. No credible country would dare keep his money for him. As the number of governments willing to harbor him drops, so to will the banks. He will be forced to carry all of his money around in a suitcase. And you can't carry millions of us dollars or even euros around in a suitcase. As the going price for an attack on the US forces quadruples, so more friction between the coward with money and the fools without. Add to that OBL's going to be in a country with a far different battlefield from the one he is used to, and I'd say you've got one sitting duck. That's no reason for us to lower our offensive though.
