It's another way of telling a lie. Like Faux's use of 'misspelled' headlines. Or putting a (D) after a Republicans name when that Republican is accused of criminal or abhorrent behavior. Or when they say 'fair and balanced'.

They can't tell the truth or they'd destroy their own propaganda. So they lie.
