Because some areas of the country are so poor, they need help. You wouldn't deny disaster relief to victims of tornadoes or hurricanes would you? Or maybe you would. Seems like you would.

There is a difference between providing disaster relief and paying someone's normal bills. Your argument lacks common sense and is unrealistic.
