where does it say he was under Iraqi control? In 2001 we had 19 well known Al-Qaeda members taking govermnment flight schools.

You know, that in 2001 the area where Ansar-al-Islam was founded was very close to the area which was covered by the Northern No-Fly zone ?
Saddam didn't have any authority in the North and that organization stems from the Iraqi Kurdish region, who practically control that region since 1993.
