What is disability? It is a physical or mental precondition. Do these people have it? Clearly not. Our government could have easily established English language courses in Puerto Rico, creating additional jobs and at the same time transforming local inhabitants from a bunch of dependents to people gaining valuable work-related skills.
Misuse of social security promotes laziness and parasitism. If you do not want the story with food stamps to repeat itself just recall the practice of social security for everyone in this country.

Since 1917, Puerto Ricans have had the possibility to possess a US-Passport.

Why?

Because PR is a US protectorate and many, many, many Puerto Ricans have fought with distinction in the US military. They have fought and died for US, for our liberties.

Therefore, and for this reason, certain Puerto Ricans are eligible for Social Security. You do realize that they are, for all intents and purposes, US citizens, right?

Oh, and please point me to the section of the US Constitution that lists English as the national language.

Oh, wait, we don't have one. In fact, we are one of the few countries on Earth without an official "state" language.

Most of them didn't even know that PR is part of the US and that most PR's are bi-lingual.

PR's can't vote in the general election. They can die for their country but they have no say in how its run. (Not that the rest of have very much!).

They have a representative in DC who also cannot vote. He has an office but no actual power.

We have some good friends in San Juan who keep us up on the local politics - the tee potty has done quite a lot of damage to the working class.

Worse, the US has completely trashed the PR economy. We have decimated their agriculture and manufacturing and left them nothing to take its place. We turned them into a welfare state.

Puerto Rico is a US Protectorate. Puerto Ricans are US Citizens. They can, and do, travel back and forth without restriction. Mostly to New Yawk Shitty.

English is the most spoken, the most widely recognized Language on Earth. It is spoken in every Country on Earth. It is the language of business, Air Travel, science and International Diplomacy. It is a co-official language of India (1.25B people) it is the Official language of Pakistan (182M people) it is the native language of the US, Canada, Australia, New Zealand the UK and around 20 - 30 other smaller nations.

English is spoken as a first or second language by nearly 2 Billion People.

No other language can be found in every corner of the world. Everywhere from the heart of China to the depths of the Amazon Forest.

So yes, not learning English for Puerto Ricans is ignorant.

If they want to remain outside of the box ... Then they ought to stay there.

No need to pay them American dollars if they cannot read the applicable currency notes.
