Republican voters and even many general election voters like Trump because he isn't either a Republican or a Democrat and he wants to drain the swamp of both parties. This is a very appealing trait to many voters. So, does the dysfunction of the House play into Trump's hands or does it hurt him? Republicans usually pay a price whenever they do these shutdowns and Trump has basically said they should shut the government down, BUT, Trump is an expert and making lemonade out of lemons so can he play this up to his advantage?
