I am wondering whether the Executive Branch of our government is fulfilling its Constitutional duty to provide a budget to Congress by submitting a document that requires changes in current law. Isn't it the exclusive province of Congress to decide legislative changes? Isn't the Executive Branch supposed to prepare a budget proposal to carry out the laws already passed by Congress? Isn't a budget supposed to be based on what is rather than what might be?
The Executive Branch can certainly make legislative suggestions to Congress, but isn't it required to submit a budget of how much money will be needed to enforce current law in the coming year?
