...I'm watching this show right now that got me thinking about this: with the Patriot Act and whatever such, did the U.S. government respond the same way to the Oklahoma City bombing of 1995 as it did to the 9/11 attacks?

I've heard about how the government changed some laws and the operating methods of government institutions after 9/11, and I wonder why didn't the same thing happen after the Oklahoma City bombing...Can anyone help me with this?...
