The Cops need some SERIOUS education in learning how to deal with and defuse situations especially when dealing with mentally ill, addicts, etc. They should only be allowed to use force to restrain IF the person is a danger to themselves or others. And the extent of the force should only be until that person is subdued. If they are on the ground, then that person is not a threat that needs to be beaten. Or, somebody shouting, screaming or whooping it up isn't a threat just because they are being verbally loud. The police seem to be taking liberties on citizens with no repercussions. All they have to do is claim 'resisting arrest". It is the new catch all to excuse bad police behavior.
