They stored their weapons and launched their rockets from UNRWA "schools" (perhaps with UN cooperation), hospitals, hotels and densely populated neighborhoods in order to direct Israeli return fire to those locations.
In response the Arab World has doubled down on those hapless "refugees", acquiescing by their silence to the deaths and destruction in what appears to be an effort to punish the Hamas Chapter of the Muslim Brohood:

"I have never seen a situation like it, where you have so many Arab states acquiescing in the death and destruction in Gaza and the pummelling of Hamas," the former US diplomat Aaron David Miller, who advised Presidents Clinton and Bush on the Middle East, told the New York Times on 30 July. Their silence, he said, "is deafening".

Remember: Israel controls only three sides of the strip. Who controls the fourth?
