Since the Soviet Union never practiced communism nor has any nation, the five year plans probably came closest to the USSR's state capitalism economy. The reason the five year plans never stimulated the economy is because any rewards of a stimulus plan went to the owners of the industry, the government. There was no attempt by the USSR to share any profits with the common folk.
