I suspect that Mexicrats are aware that homeless people do not vote nor do they have an influence on people who do/may vote while "Dreamers" on the other hand are viewed as a link/bridge to millions of votes.

Not aware of California's efforts. Seems to me the urban homeless camps should be broken up. There's plenty of desert out there for government tent cities to house those that lack motivation to lead productive lives.

How so? A chunk of that $23 billion you're bitching about includes law enforcement based on article you linked. By the way, how much are those 100k homeless already costing California? With the lack of sanitation risking spread of disease I'll agree with you there it isn't enough.... or it's being wasted by administrators.
There are also homeless people who like it. Or it is part of who they are. With the closure of mental health hospitals some decades ago most mentally ill people ended up in the streets. The violent ones are the ones to be concerned about. Mental Hospitals were/are not cheap to operate. Plus there are questionable treatments or questionable admissions one way or the other and lawyers can get involved. But there would most likely be a reduction of tragedies if the most violent or those predisposed to acting out were not in the streets or fall through the cracks even living in a house or apartment.By the way...isn’t Issa always telling us that all the homeless in LA are caucasian Vets?
