they ? to which they do you refer ?....one thing they where apparently some how (against all logic ) were confident in was the total failure of the highest levels to act on intelligence reports ..and the complete failure of NORAD...because with out these two assurances the plan was doomed to failure...so where back to prior knowledge and complicity or the prophet bin laden directions from god
