The experienced ones from another era take any men who have abilities in a much-reduced percentage and try to keep them in any MOS or type of military jobs. Yeah it really is. Maybe not in writing but Id be willing to bet the Navy hasnt promoted many if any Admirals who didnt command a ship at some point in their career. Ships are a kind of a big deal with the Navy.
