Negligence killed Ambassador Stevens and Mr. Smith in Benghazi.
But, it wasn't negligence by President Obama, Secretary Clinton or Congress.
It was negligence by whomever was responsible for the six jerry cans of gasoline left unsecured next to uninstalled generators behind the February 17 command post, that were used to start the fire that killed the Ambassador and Mr. Stevens in the safe room in Villa C.
The Ambassador was ultimately responsible for security at the diplomatic mission. The RSO in charge of security at the mission is probably the person whose negligence killed the Ambassador.
